While the rules aim to scale circularity, rapid implementation risks unintended consequences: rushed verification regimes can create paper-driven compliance that rewards paperwork over genuine material quality, and shortages of certified recyclate could drive substitution toward incumbent virgin materials if compliance costs spike. Effective enforcement and robust auditing will be essential to avoid such backsliding.

Another risk is regulatory fragmentation at the global level. If other major markets adopt divergent measurement or substance standards, firms will face costly dual-compliance regimes.
